This is a real passive-aggressive note, wow. I guess this person didn't like what someone else in the apartment building was doing. They even offered to have a "sit down" with them.

This is a solution

I guess this is one way you could go about it, although I don't recommend leaving notes like this to your neighbors. There might be a better way to work it out.
